I'm a low 90's jumper weigh about 165 and jump using RTB.  When do I know when to switch to fast second?

Fast 2nd is for the boat to keep pace with you in the air if you're going far.  At 32 mph, you should be going close to 110' or more before Fast 2nd becomes a necessity.

32 mph, using the collegiate settings until I break the 100' barrier.

Then yes, stick with RTB until you feel like the boat is not able to pick you up in a reasonable amount of time.  It won't help you go further in the air.  It will just keep the boat going fast enough to pick you up so you can ride away.
